4. Life Insurance Companies. There seems to
be no objection from the point of view of Hongkong to
the Order-in-Council requiring China Life Insurance
Companies to make a deposit at Shanghai and to
furnish information similar to that required by our
Life Insurance Companies Ordinance (No. 11 of 1907),
but China Life Insurance Companies should still remain
subject to our Life Insurance Companies Ordinance so
that if they carried on life insurance business within
the Colony they would have to make a deposit and
furnish information like any other Life Insurance
Company which is not excluded from the operation of
the Ordinance by Section 33 of Ordinance No. 11 of
1907. This view may not be concurred in by the
authorities who administer His Majesty's jurisdiction
in China, but remembering that power of exemption is
given to the Governor-in-Council by the last named
section I think that we ought to have a general power
to require deposits etc. from China Companies
operating here. If the view which I suggest were
adopted, apparently the only amendments necessary
